Universal camera corp New York 1942 r.w.j binoculars that have been used and are as seen in the pictures 

 

The turn thing on them seems to be a bit fixed and difficult to turn but you can see things magnified through them so they do work (maybe this is fixable) but they are old from the year 1942 after all
