This item is a vintage telescope, with brass fittings etc, bearing the name “Dickson & Cargill Opticians Belfast” at the eyepiece end. The black covering appears to be leather I am not sure of its date, but this Company was running in 1913- no other info.
It measures approx 122mm[shut] and 340mm [open]
