This type is known as “snipers’ binocs”. They have no big wheel on the central bar as they do not need one, the optics being so good. Users can go from infinity to comparatively close instantly.

The optics are really excellent on one side. On the other side the adjustment ring seems to be mis- placed so that it will not focus correctly.
